Export, cancellation, offboarding

When you cancel
- Owner exports a Wrench Migration Pack from Settings (GET /v1/migration/export) and runs scripts/db-backup.ps1 on the PC
- Owner can POST /v1/onboarding/offboard-request (sets churn-risk). Demo garage cannot be cancelled
- Ops confirms with CANCEL-TENANT after export; lifecycle becomes CANCELLED; rows are not deleted
- N73 is a per-customer JSON dump — not a certified DSAR program
- Tax invoice PDFs should be retained by the shop (typical ATO electronic records ~5 years)
- Hard wipe is an ops runbook plus counsel — not an automated purge
